How does one determine if a site was hit?
Check search-related traffic from Google after the launch date, April 24. If there was significantly less traffic as compared to one or two days ago, then the site was most probably hit by Penguin. On the other hand if there was a rise in traffic, Penguin proved to be beneficial for the site. If there were no changes, then the site was not hit.
How is the recovery process done?
Anything flagged by Google as spam in the site should be corrected. If suspicion exists that Penguin has hit the site likewise correct anything in the site that may appear spam-like.

Penguin has a Penguin Feedback form that can be filled out. Feedback may also be posted through the webmaster forum of Google.
